The Office of Cannabis Management (OCM) held its second license lottery and selected 75 more applicants for retail licenses. This follows the first lottery held last month, which was dedicated to social equity applicants, who were disproportionately affected by past cannabis enforcement policies.
The latest lottery, streamed live by the OCM, concluded the initial phase of cannabis retail licensing, bringing the total to 150 prospective retailers across the state. Out of a pool of over 550 applicants, the 75 chosen this week represent a diverse group aiming to shape the future of Minnesota's regulated cannabis market.
Interim OCM Director Eric Taubel acknowledged the deliberate pace of the rollout, noting that the time invested in rulemaking, agency setup, and supply preparation was necessary to meet the state legislature’s vision of a safe, equitable, and stable cannabis industry.
However, selection in the lottery does not equal immediate licensure. Each selected applicant must still pass a background check, secure a retail location, submit a compliance plan, and pass a state inspection before they can begin operations. This multistep process is designed to prevent shortcuts and promote regulatory compliance from day one.
With legalization passed through House File 100 in May 2023, Minnesota has now crossed the two-year mark in preparing its adult-use cannabis framework. While the process has been methodical, state leaders argue this approach ensures lasting impact—particularly by supporting communities harmed by past prohibition through social equity licensing.
